Why Is Training Legally Required?

As an employer, you are required under the Ordinance on the Prevention of Accidents and Occupational Diseases (VUV) and Ordinance 3 to the Employment Act (ArGV 3) to sufficiently qualify your employees before they operate work equipment. Specific requirements from Suva (the Swiss National Accident Insurance Fund) apply to aerial work platforms, industrial trucks and cranes.

Without the appropriate proof of qualification, you as the employer are fully liable in the event of damage – regardless of whether fault lies with you. No insurer will cover damages without proof of training. Many clients in industry and the automotive sector also require proof of training as a precondition for operating equipment on their premises.

Aerial Work Platform Training – What Does the VUV Require?

To operate aerial work platforms in Switzerland, proven qualification in accordance with VUV Art. 8 is required. Upon successful completion, participants receive a certificate of examination documenting their competence to operate the relevant equipment class.

The training typically covers:

  • Theoretical fundamentals of equipment operation and typical hazards
  • Practical exercises on the machine
  • Final examination with a written certificate

In addition to initial training, the regulations require annual refresher instruction. The qualification certificate itself is valid indefinitely, but the employer's annual authorisation must be renewed.

IPAF PAL Card – Internationally Recognised Qualification

The IPAF PAL Card (Powered Access Licence) is widely used in international project business. It is valid in more than 80 countries and is accepted by many clients as proof of qualification. The PAL Card covers various platform categories and is issued by accredited training centres.

Forklift Licence – Requirements for Forklifts and Telehandlers

To operate forklifts, rough-terrain forklifts and telehandlers in Switzerland, proof of qualification in accordance with VUV is required.

Telehandlers are true all-rounders: they combine the functions of a forklift, construction machine, crane and aerial work platform. Depending on the attachment and application, several requirements may apply simultaneously. For standard equipment, training usually takes one day; for telehandlers with attachments and no prior experience, 3 to 5 days should be planned.

Earthmoving Machinery, Cranes and Professional Drivers

Clear training requirements also apply to these machines and activities:

  • Earthmoving machinery (excavators, wheel loaders): qualification in accordance with VUV and ArGV 3
  • Cranes: crane operator's licence in accordance with VUV
  • Professional drivers: mandatory further training in accordance with the Driver Qualification Ordinance (CZV)

Training Requirements Also Apply to Rented Equipment

An often underestimated aspect: the legal training requirement applies regardless of whether a piece of equipment is owned by your company or rented. Even if your employees only use a rented work platform or forklift temporarily, qualification must still be proven.
